Display properties does not properly change screen resolution

Question

When I try to change my screen resolution from the usual 1400x1050 to something else (for games, etc), rather than change the size of the screen, Windows simply puts a black border around the screen, causing all the icons to stay the same size, but with less screen size to use.  The less resolution, the thicker the border.  I want no border, so that the icons become bigger when the resolution is decrease.  How do I resolve this problem.

In most cases, the Inspiron section of the forum would be the best place to start as it is specifically for that line.
