DOS boot CD?

http://support.dell.com/support/downloads/format.aspx?c=us&cs=19&l=en&s=dhs&SystemID=INS_PNT_PM_600M&os=WW1&osl=en&deviceid=9034&typecnt=1&releaseid=R107305&vercnt=2

I need to run that firmware patch on my 600m to help stop my Western Digital 80GB Scorpio from clicking(caused by some problem between Dell computers and WD drives).

It's supposed to be able to run straight off the hard drive, but I get the following error...

"Unable to run in Windows.
Please use a DOS boot disk.
Press any key to continue."

My 600m does NOT have a disk drive, so I must make a boot CD.
After numerous tries, I've been unable to accomplish this correctly.
Can someone explain to me how to accomplish this and what programs I should use in doing so?

I'm running XP Professional.

Much appreciated,
Jeremy
