When you click to download the file, click on [My] Computer to see all drives, including attached flash drives.  If you for some reason still do not have the option to save to it, then download it to your Desktop, then copy the file to the flash drive after it has been downloaded to your computer.

You may have been prompted to download via Browser or Download Manager.  You should choose Browser.  If you have already chosen Download Manager, then delete all your IE browser cookies (or Dell specifically) so  you get the option again to download via Browser.

It certainly can't hurt to have the latest frameworks installed on your system, but it is not required to simply download the file.  Clear your cookies (or use Firefox or Chrome - another browser that does not have the Download Manager cookie set), then just download the file via browser.  Or hover over the download button, and get the real address of the file on the ftp site.  Post the link to your download if you can't find it.
