DPM update error 1720, CPU 100°C, solved

Hi, 

I have been having issues with my Dell XPS 9570 running its fans near constantly. Running HWInfo showed that the CPU was getting to 100°C. I added an external fan tray which is helping, but the problem is that this was never an issue.  A Dell tech came out and replaced the motherboard, thermal paste, processor, and fans without any noticeable difference.   

I read that there are more options to better control the fans and such in the DPM (Dell Power Manager), but when I go there to update it, I get error 1720 repeatedly.

I've followed just about every link from Microsoft and others that I could find online performing their suggestions but have had no success. When I dig into it, it indicates a problem with communicating with the Distributed Transaction Coordinator (see screenshot below of Component Services)

The event viewer has a bunch of errors related to the DPM update and all say "The Transaction Manager is not available. (Exception from HRESULT: 0x8004D01B)"

I did see somewhere that my .NET might be the incorrect version, but I'm running the latest Windows 10 release and my .NET version is and it is 4.8.04084:

The Microsoft Store says I need .NET 4.6.1, but I am unable to install that because it is already newer.

Here was an attempt at installing .NET 4.6.1 just to try:

So, anyone got any ideas on how I can solve this problem? I haven't encountered it for any other applications and the computer is running fine otherwise. Also, yes, I did disable Antivirus and Firewall etc which didn't make any difference.

Thank you so much for this post! life saver.

I too installed that HP smart app to briefly use a friend's printer and then uninstalled it but it seems that "HP print scan doctor service" still remained in the background.

I found it and I killed it!
and now my dell power manager app is working again

Disabling the HP Print Scan Doctor service allowed me to uninstall the old DPM version (3.1.0) and install the latest version (3.10.0) and it worked great! Thank you for your troubleshooting!

It heleped 100% fix my Problem.

Dell Power Manager 3.10.0 on Dell Latitude 5501 i7

HP_LaserJet_Pro_M277dw using HP_Color_LJ_Pro_MFP_M277-basic-solution-15345.exe

I disabled HP Print Scan Doctor Service in Services.
