Mate you are da man... all i did was go into control alt delete, task manager, found hp print scan doctor and hit end process and then dell power manager let me perform the update. thank you for the great tip
This solution worked liked a charm. I stopped the HP Print and Scan Doctor Service from the Services console and tried again to install the 3.9.0 version of Dell Power Manager and it worked immediately.

Thank you, your solution worked for me. By ending the task HP Print and Scan Doctor, I was able to complete the installation/updating of the Dell Power Manager Service. No more Error 1720
If you disable the service it should stay disabled. A software update may cause it do become reactivated but other than that it should stay off. If you just stop it, it will restart upon reboot.
I was having the same 1720 error message pop up. I quickly read your post and then stopped and disabled the same HP service and it fixed my error issues with Dell Power Manager Update installation.
