Driver
Need to update this driver http://www.intel.com/support/graphics/intelgm45/ intel wont they say get it off dell but i'm not on dell website to often so dont know how to pick it out of this list (vista) http://support.dell.com/support/topics/global.aspx/support/product_support/en/monitors?c=us&cs=19&l=en&s=dhs&~ck=anavml

Sounds like you're looking for a video driver, not a monitor driver.
If you post your PC model it would help, but you should be able to find it. On the support page linked below, click Drivers and Downloads, then choose your PC model or enter the service tag. Then choose Vista from the OS dropdown menu. Drivers will be listed under video.

Not sure what you are trying to do.
A chipset driver is completely different from a driver for a monitor.
