Do you mean:
Used Dell PC Restore (DSR) utility using combo keys or you did an XP Clean Install?
Did you then download & install ALL critical MS updates?
Reinstall any software or hardware drivers added since computer purchase?
If you did an XP Clean Install (?), did you reinstall device drivers in the correct order, click here
In Device Manager are there any yellow bangs (exclamation or ? marks)

You should be able to find the drivers HERE. Choose Windows XP as the operating system.

I assume you mean reinstalled device drivers using the Dell Resource (Drivers & Utilities) CD?
If you selected All the drivers marked for installing then presumably the Network diver(s)/Apps were included?
If correct, then once again did you reinstall device drivers in the correct order, click here
If not then certain devices may not work correctly & you may need to start again
Otherwise as suggested by jsktx go to Dell Support > Drivers & Downloads
Enter your Dimension 3100 Service Tag to narrow down multi choice build spec drivers
Expand Network device, download, extract & install the required Network driver(s) as described in driver Installation Instructions section
If not already seen – XP Clean Install procedure (note Step 2) click here
