Are you sure it's the cards and not the monitor that has the DVI problem? 
 
You should post on the Desktop Video section - the place for your hardware problem, not this "Software" Section.

I am sure it is card/driver related, as the DVI port works in the Bios, SAFE mode, and with Microsoft drivers.

How about the DVI interface cable?  That's about the only other thing I can think of.  I have an x1650 Pro ATI card with DVI and an adapter to convert the DVI to VGA.  But, I don't have to do anything other than connect my DVI monitor to the DVI connector on the card for it to work or connect a VGA interface monitor to the adapter.
