E:\ is not accessible. Incorrect function.

I've been trying to drag video clips over to the dvd drive and these messages pop up:
 
 
E:\ is not accessible.  Incorrect function.
 
                          or
 
Cannot copy:  Files on this CD-Rom drive are read-only.  You cannot copy or move files over to this CD-ROM drive.
 
I tried using different brands of dvds and used regular and rewriteable, brand new blank dvds.
 
This also happened when trying to move audio files.  For this I went into My Computer, right clicked on the CD drive, hit the record tab, and checked Enable CD recording on this drive.  This seemed to have worked for CDs but I am still having the problem with moving video clips onto a DVD.
 
Also, if you insert a DVD or CD, shouldn't there be a way to format the disc by going into My Computer and then right click on the particular drive?  I don't see it when I do this.  Or is there another way to format a disc?

You can not "Drop and Drag" those files over to an optical device.  You must use a burning software like Nero or Roxio.

You can format Rewritable CDs and DVDs in the manner you describe.  CD -R, DVD-R, and DVD+R discs are not formatted prior to use.  Their formats are created when writing data with the burning software mentionned by JMWILLS.  Formats vary depending upon type of disc being created; i.e., DVD, VCD, data disc, music disc, picture disk.

You can drag and drop any file type to a CD-R(w) disk in Windows XP, and when finished simply click the File>Write to CD. If you want to record a movie file, you would need another 3rd party DVD app.
