If it's running Vista OK you can upgrade to Win 7, as Win 7 is basically "vista improved". Except for SoundBlaster sound cards, the Vista drivers work in Windows 7.
If you have Vista 32 bit and want to install Win 7 32 bit you can do an "upgrade" install with an "upgrade" version of Windows 7. Avoid the Windows 7 starter edition, go for Home Premium version.
