Is this a site that you made?  Where?  Is it actually a link?  What/who told you to "register" the address?  Not sure at all what the issue is.

My site is with Network Solutions. Address is tbepp.org. When a visitor clicks on the email address, he get the message, " The is no program association to perform this action. . . install an email program or create an association in the Default Program Control Panel . . . " The email address is at several locations on the page.

The link is working fine ... your visitor must have a default email client set up in order to use 'mailto' links.  For example, if you set up Outlook, then Outlook would be your default mail client and would open a new email window when you click on that mailto link.  Thunderbird, Outlook Express, and Windows Live are just more examples of mail clients that can be set up to handle email.  If your visitor has only ever used webmail (Live/Hotmail.com, GMail.com, Yahoo.com, etc.), then they won't have a client set up to handle mailto links.  This is not your problem (necessarily), but your visitors'.  Most sites set up a contact/feedback form instead of using mailto links, mostly for this reason - because mailto does not work for everyone.
