Assuming you are running Internet Explorer 7, open Internet Explorer, click on Tools > Manage Add-ons.

When IE7 is installed it subsequently installs two icons; one called "Internet Explorer" the other "Internet Explorer (No Add-ons)." The latter is simply a version of IE7 that one can run for security reasons. As you can guess this starts up a copy of IE7 but without any add-ons or extensions that might cause problems or security holes. You might be inadvertently starting this as opposed to the "Normal" version of IE7.
