error 0x4001100200001005 is a very specific error it means the hard drive was cloned. Unfortunately the recovery partition is encrypted so it will not factory restore from a cloned drive. F11 and other recovery options will not work at this point because the drive has been formatted and the recovery image has no data in it.
I am having the same issue and do not see how this post solves the issue.
I have a Dell XPS 12 laptop. I decided to do a factory reset to do a clean install. I have a recovery USB created using Dell's recovery tool. The SSD HD is the original. When I get to this screen, the error pops up.
How are we supposed to use recovery media with Dell's recovery tools, if there some sort of issue with the tool using the recovery media created?
I feel like I'm in crazy town and now have a very expensive paperweight.
Oh yeah - icing on the cake, I decided to do fresh install because I got sick of the Windows 10 upgrade notifications (and failed upgrade due to video driver issues). Way to support your devices, Dell!

Thank you Robin, but the XPS 8300 is a desktop model and the f11 key does not function as suggested.

I am quite aware of the meaning of the error.
The computer, including the HDD, was new from Dell in 2012.
Why would Dell sell a new computer system with a cloned HDD?
