Error 1719. Windows Installer Service could not be accessed when trying to remove program.
To remedy this I've consulted Microsoft KB. Have tried the clean up utility, have attempted to re-register, verified its location in Windows Registry and attempted to reinstall Windows installer but in the command prompt I would get a "system cannot find file specified", each time I typed in the information. Should I go to Microsoft and download Windows Installer?...or What?...At this point I'm afraid I might've made things worse...also I noticed that the Microsoft Knowledge Base had may entries from XP Home Edition users with a similar problem...any ideas?

In My Computer, right-click Search and locate the following three files:
Once you’ve renamed the files, WinXP will automatically replace them with a new copy from the dllcache (a hidden folder where copies of important system files are kept in case you mistakenly delete or rename critical system files).

Did you try this first from that site?
The first thing to try is re-registering Windows Installer in the Windows registry. Make sure that no other programs are running and then click Start, Run, type msiexec /unregister in the Open field, and click OK. Next, click Start, Run, type misexec /regserver in the Open field, and click OK. Restart your computer and try installing or uninstalling again.
If so, try renaming the ones in C:\Windows\system32 and reboot and see if it corrects it.
