To get anywhere from this point you'll have to get it to boot from the CD and just reformat and reinstall.     I'm assuming you got it to do that at least once or you wouldn't have gotten into the recovery console in the first place (unless it was installed on the drive at some point as a startup option).

3 ways to do it: 

Put the CD in the drive, shut down the computer, then restart it and see if it prompts for "boot to CD"

Use the F12 option at bootup screen to select "boot from CD"

Change the boot order in the BIOS so CD is first

There's no need to pre-format the drive with recovery console before reinstalling XP - it's part of the process.  These Dell-specific guides on reinstalling XP may be helpful:
