Error Loading Operating System...

Ive been working with this pc for awhile now and have tried pretty much everything. I have a 120GB Maxtor Hard drive that has never had a OS on it, so I try to load Windows XP Professional. Ive chosen NTFS (quick) on one install, it installs and restarts and it says "Press any Key to Boot from CD.....Error Loading Operating System". Ive tried NTFS regular format as well and tried to install and i get the same message. Ive went to the recovery console and even formatted again. Ive tried fixboot, fixmgr, ive read the Microsoft Support message about this problem and it just talks about the BIOS, which is pretty much up to date. Ive tried setting the hard drive in CMOS from CHS to LSA and vise versa. Id like some serious help on this cause i need this pc up and running. Any help would be appreciated, and yes, i know there is a old post about this but id like to start a new one. Thanks for your help guys
