Error message at startup

Did a restore. Still the same. If I hit cancel it's fine. Just wondering what's going on. Desktop is up and all the icons. Just that message.

start tapping the F8 key after you turn the computer on and keep tapping until the startup menu appears.

Choose last known good configuration from the list

if it won't start up try again and this time
choose "Safe Mode"  from the list

If it starts up okay in either of these modes then use System Restore
to set the system back to the most recent restore point that is prior
beginning

No go. One the disk management screen on the bottom disk 0 is listed as my utility partition (55MB). At the top there is no drive letter assigned and right-clicking only brings up help as the only option.
