You cannot reinstall Outlook Express in Windows XP. To do so requires reinstalling XP. You say you upgraded from 98 SE to XP. If you did an upgrade rather than a clean install that may have contributed to the problem, as most users who have upgraded from a Windows 9X OS have experienced difficulties of varying degress of seriousness. Regardless of what steps you take to rectify the problem you can save you email and address book. See this.

I have a zip drive and can copy my email messages.  How do I go about finding the (*dbx) folder?  I found a file in Outlook Express, (web.exe) that contained my email addresses so I copied it.  The other one has presented me with a challenge.  Would appreciate your help in finding this one.

You must have Windows Explorer set to display hidden files and folders. The folder with the *.dbx files is located at C:\Documents and Settings\ Your account\Local Settings\Application Data\Identities\{...alphanumerics...}\Microsoft\Outlook Express.
