what model dell do you have? i would start over, doing a clean reinstall of win xp.. there are instructions in dell support, "product support"/reinstall guide.. after you install win xp, you should install the chipset drivers from the dell "drivers and utilities" resource cd that came with your dell.. did you install the chipset drivers? also, there is an "intel application accelerator" that should be installed on some systems.. you can go to the intel website to determine if the intel application accelerator is appropriate for your system, depending on what chipset you have.. look at the information for your computer in dell support to see what chipset your computer uses..
after doing a clean install of win xp, you should have a firewall running before connecting to the internet.. you can use win xp's internet connection firewall, except it is not compatible with aol, so if you are using aol, you will need to use a different firewall instead..
