Thanks mombodog,

 I had already gotten rid of almost everything in my start up menu, I did go back and double check, and it is pretty bare, what is left is definitely not ulead files.  I did run diskchk while I was at work today and no luck. Weird, weird, weird.

This usually means there is a process running in task manager that is preventing the delete or rename. If you can figure out what process (usually associated with Ulead in this case) is running and terminate it, then you can rename or delete.  Some programs when you install them put items in startup that run in the background. You can check what these startup items are by doing a start-run and type "msconfig" (no quotes) then OK. Go to the startup tab and look for anything that looks like Ulead and un-tic the box and hit apply. You will get a nag screen from msconfig on the next reboot, just tick the no-nag box and hit ok. Hope this helps.

Did you use msconfig to look at your start up menu?  Not  start programs startup. Not the same.

WhoLockit came up with regsvr32/ s. Does that mean anything?
The other set of instructions was to delete a file, I want to rename a folder and delete an old folder.
I run anti virus, anti spyware of many kinds, alternating to make sure I get everything. I run a set every day, and make sure I have one of each type running when I dl anything. This is the weirdest thing I have come across.

Download and install wholockme to find out what process is locking the file.

also,

Run Spybot, Ad-Aware, and Ewido to get rid of spyware that you might have.

regsvr32 is an important Microsoft system function, you may have to contact Ulead about this problem.
They may not want this folder renamed or deleted as it may be important to the functioning of the program.

It's just a folder I created to store my videos as I created them. It is named Ulead projects and videos, as I save my Ulead projects in there, and also the captured videos that I use for the projects. So the folder and subfolders are mine.
This just gets stranger and stranger. *Que the Twilight Zone music.* Lol.

Boot from XP CD and go to Recovery Console, instructions here

Then try to delete and rename folders from there.

Or,

Boot to DOS with NTFS4DOS Boot Disk. You should be able to delete and rename folders from there.
