Usually, an error like that is due to failing Bluetooth device.

really ....I have an XPS 9550   same issue  device says its running perfectly with no issues . but when I start Bluetooth it comes up the BT stack service wont start. the chip is on the motherboard inside the laptop

This issue could be due to an update with the device driver. As initial troubleshooting, we suggest reinstalling the device driver.
