gokhaleabhijit85,

This has been a recurring problem for quite a lot of users. Please try the following:

Navigate to Control Panel > Uninstall a program > View installed updates (located on the left pane) > Uninstall the Microsoft Update KB2871389

Download and re-install the update manually using the following link: http://support.microsoft.com/kb/2871389

Reboot your computer and access your Windows Store. You should be able to download the Windows 8.1 update.

That fix is also detailed here:

http://dellwindowsreinstallationguide.com/download-microsoft-windows-and-office/download-microsoft-windows/upgrading-to-windows-8-1-from-windows-8-0-via-the-microsoft-store/

However I thought it was only applicable to when the update didn't show in the Store.

KB2871389 came pre loaded by Dell for me.  I could not see the 8.1 upgrade until I downloaded al of the other Windows updates (so 1 or more of the 42 downloaded).  I still came up with "need to be admin" error.  I finally deleted the originally loaded kb..1389 before I got it to work
