Favicon's ... Where are they?

Question

After reinstalling Windows XP, I cannot get any Favicons yto display... No matter what I do, most of my desktop icons for such places as Ebay, Comcast and MSN.. they all display as the genetic E icon.. before the reload, they displays the Favicon for the site the shortcut represented... Help.. what have I turned off or done...

Microsoft always had a flaw with the favicons. They always stay when using Mozilla Firefox.
