Go to start run and type in sfc /scannow and this will begin to replace missing dll files. You will need your operating system cd of course. If this does not work search for the dll file and rename it with an .old extention and run sfc /scannow again. Let me know if this resolves your issue.

You must be logged on as an administrator or as a member of the Administrators group to run the Sfc.exe tool. To run the Sfc.exe tool together with the /scannow parameter, follow these steps:
Click Start, and then click Run.
In the Open box, type cmd, and then click OK.
At the command prompt, type sfc /scannow, and then press ENTER. Note the space after c an /
Type exit, and then press ENTER. You may be asked to insert your OS Disc. It will take approximately 10 minutes to run this command.
