I don't know what the site is asking you for but your ISP is your Internet Service Provider--the organization that gives you access to the Internet.

how do i contact the ISP customer service dept.? where would i find the number if there is one?

Forget the ISP for a moment. What it is asking you to do is to check if you have a filter on your email. Subscription confirmations may get blocked if you enable filter on your email. So the question is what's your email address? (NOTE: don't post your email address here) That's where you have to check. If you're using yahoo.com email, go to mail.yahoo.com to disable junk mail filter.
