It's part of Dell Media Experience. Try using Windows Defender, Tools, Software Explorer to disable it. Or open it and change the settings.

Well, so much for that.  I tried to install the patch and got an error:  said it can't install unless PowerCinema 4.7 is installed.  The patch install aborted.  My list of programs installed doesn't show PowerCinema at all - of course, it doesn't show CyberLink Power Cinema either, it just shows "MediaDirect". 
 
You know, this patch came out in June and I bought my Inspiron in September - is there a good reason why my new system wasn't fully patched for delivery??  Probably a foolish question.  I guess I'll just leave it uninstalled.

First, PCMservice.exe isn't listed in the MSConfig->services tab; this may be because I unchecked it in the MSConfig_>start tab before the last reboot.
 
Second, what issue would this resolve?  It sounds to me as though it would make it impossible for me to run whatever this is.  I hoped I'd be able to find a way to fix it, in case I should want to use it.
