Flash Player won't download for both users sharing PC

Only one user on PC using XP and exployer 7 and aol can use Flash Player. I have used Flash Player's delete program, have tried downloading and installing on each user with no luck. Have security set to medium have tried everything I can think of but second user can never use. Both users are administrators. Help!!

 

No one seems to have an answer. Perhaps I didn't make myself clear. Two people use the computer and have their own user section. Both have administrator authority. One of the users can never use Flash Player nor can they download it. It's driving me crazy trying to figure out why one can use and the other can't!! Please help if you know what's going on or who to contract.
