gpedit.msc

Question

how come on some computers 'gpedit.msc' works and on other computers it does not work and you get the message the says the file cannot be found, make sure you type in the correct path name. on my computer it works and i know how to use its functions, but for example, on my dad's computer it does not work. and we are both using Hewlett-packards and running Windows XP Home edition. Any suggestions.
