Having problems downloading programs...help

Question

I'm not sure if this is the right forum or not, sorry if it's not.  I just bought an Inspiron 1525 laptop with Windows Vista OS and I can't download anything.  I have dial-up, so everything is slow....but even slower then my old computer (which had Windows XP).  Everytime I start to download a program, it either freezes or gets to the end of the download and restarts.  I have spent hours trying to download.  It's not my internet service provider because the other computers in my house are all working fine and not having download problems.  Anyone have any ideas on how to fix this?  Thanks.
