Help broken / not fully installed?
While trying to diagnose other problems I tried the system Help to see if had anything useful. To my surprise, none of the troubleshooting wizards work! I can select any wizard, and get the initial page asking you what specific problem you want help with, but it only brings up a blank page in help when I do.
How do I get Help to work again? I suspect it just wasn't installed properly when I replaced the hard drive a few months back. I'm hoping the problems I'm working on (network access) are completely unrelated to Help not working.

I remembered that series of threads about the tshoot.inf file, Denny Denham's replies and Linda13's questions and a few other things; and while I looked for it, I have now discovered that you have seen it.
You may be interested in this thread at Tech Support Guy's Forum. I found it a few minutes ago using "tshoot.inf" and "tshoot.ocx" in a Google Search. It seems to mention lots of things that are covered under this particular subject of missing troubleshooter files.
edit added: At the top of that thread, there is a reference to Mosaic1's solution. His solution is as follows:
You may need to remove, then to rewrite "several registry keys" as well as to install the Tshoot.inf file. I believe that there is considerable discussion in the Tech Support Guy's forum regarding the registry edits.

The problem is caused by two critical Microsoft Updates; they attempt to correct for a security vulnerability.
The easiest correction is to go to the following KEY:
HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer\ActiveX Compatibility\{4B106874-DD36-11D0-8B44-00A024DD9EFF}
and modify the DWORD VALUE for "compatibility flags" from 0000400 to 00000000.
Of course, if you do this, you will need to return the DWORD VALUE to 0000400 after you have finished with a troubleshooter. If you do not, then your Active-X security will remain compromised and thus you will be vulnerable to attack.
