HELP-CANNOT RESTORE SYSTEM

Please help.
I was having trouble with a WinForms programme and e-mailed Tech Help who told me to Remove the programme and then Delete it from the C drive.
I removed the programme using Add/Remove and then tried to delete the file from my C drive. The file would not Delete so I went into SAFE Mode and was able to delete it there.After doing this a bunch of things will not work so I want to restore the system. When I press "System Restore" I get a blank page with system restore typed at the top. I went into msconfig and tried system restore there but got the same result i.e. blank page with system restore typed at the top. Please could someone tell me how to proceed from here????

It sounds like when you uninstalled the program you corrupted windows, or it was corrupted before hand and uninstalling the program made it worse. You might trying running a repair on windows.
 
If your using xp this site gives you a graphical view of how to do it
 
Before you do that though make sure that save any important docs, or pictures or such to a disc  before you do because you could lose them during the repair process.
 
it also may help if you could describe the problems you are having that makes you want to do restore.

You will try and access the restore feature through the command prompt.

Thanks. Went through the whole procedure and still ended up with a blank System Restore screen
