Help - Enabling Active X for Adobe

I am a complete novice with computers.

 

Somehow, the Adobe Active X controls have been changed and I cannot open a PDF link from the internet.

 

When I go to the - Manage Add-0ns page in the Internet Options Security controls, it indicates that that the program can only be enabled by the Administrator.  However, I am the administrator and it does not let me update or enable the program.

 

What am I doing wrong?
