It's hard to tell exactly what you are saying. This is the target in the shortcut to it. If you're say the admin. can open it , but the other users cannot. I would ck the target.
%SystemRoot%\System32\mspaint.exe
If you saying that it's not working and you're getting the error with all users then, you have a second copy in c:\windows\service pack files\I386 folder. Copy it over to your |system32 folder

Willy, thank you for your reply.
yes, the problem is not ALL-USERS. only administrator can open it.

It sounds like something has corrupted the installation of Paint. It should be in the programs listing for All Users. Try reinstalling it. Go to Start|Control Panel|Add/Remove Programs|Add/Remove Windows Components. On the window that opens click Accessories and Utilities to select it then click "Details." On the next windows click to select Accessories then click "Details." On the window that opens, uncheck Paint, OK out and reboot. Go back and this time check Paint and OK out. You will be prompted to insert your Windows XP Reinstallation CD and Paint will be reinstalled. Let us know if that corrects the problem.
