HELP--INSPIRON 700M ISSUES

Ok, so this is the first time I've done this, but I'm at the end of my rope.  I have an Inspiron 700m for just over a year now, and everything was fine with it until one day a couple weeks ago the "blue screen of death" appeared, as I've heard it to be called.  I've been back and forth with Dell and all kinds of tech support people with not much useful information.  So here's the lowdown, and if you can help I would GREATLY appreciate it.
 
When I would first try to log on, the blue screen error occurred and said IRQL_NOT_LESS_OR_EQUAL with a stop0.000000a or something like that.  I've tried rebooting, whcih hasn't worked.  I took it to the tech support on campus at my school and the guy working on it went into safe mode and disabled some of the windows services to see if that would do it.  Now, it's more messed up.  When you turn on my computer, it won't even boot up or go to that blue screen--it goes to a black screen that tells me that windows can't start because something or other is corrupt and to please reinstall windowsroot or something.  Sorry, I'm at school and I can't remember exactly what it says.
 
SO, you can't start up or go into safe mode at all anymore.  Dell sent me 5 cd's, all of which I guess are all kinds of reinstallation cds.  In order to work them properly I need help.  I have to pay Dell $40 to walk me through it correctly, so I'm trying to find help before I resort to that.
 
I'm trying to do ANYTHING possible BEFORE I have to restore the computer back to factory settings, and the Dell rep said there is a way to use the cds to try and repair the system without losing all my data.  I just don't know how.  If I turn on my computer and put in any one of the cds, nothing pops up; the cd isn't read.  So, according to them, you have to boot up a certain way to work with the disks.  If anyone knows how and can help please let me know, because I've searched all over Dell's support cite and I can only get directions that don't help me.  Remember, I can't even get into my computer at all, so is there anything I can do??

The repair option described in the section titled "Stop 0x0A error after Windows XP is already installed"  is probably your best bet.  Fairly straight-forward procedure.  Should resolve your problem. 
 
A PC Restore to as-shipped from Dell should be an absolute last resort.  We can assist you in backing up your data before using PC Restore.
 
Let us know if the Repair Install of Windows fixes your problem.
