As the Admin, you can do anything but backdoor an account.  You can change his password and I would advise reading a little on Group Policy so you can disabel his ability to chnage the password.

Justify?  You're the parent, he's the child...  My two boys have a very nice Dimension 8300.  Ground rules are that email is on the parent's computer.  Their computer is not allowed to download anything w/o parental permission, it is used in a room in plain view from the kitchen and family room.  IM is not allowed for the 11 year old, but the 17 year old can do it - although it's currently disabled due to college applications and SATs. 

Ground rules have to exist.
