I am not qualified to comment on your HJT log, but I think that your problem is with Windows installer and/or a badly installed MS Money, rather than with anything in the log..
See if this helps:
http://support.microsoft.com/default.aspx?scid=kb;en-us;290301
And/or uninstall/ reinstall Money (I assume that you have the CD).
