MS 'Longhorn'...'Vista'...or whatever they've decided to call it (for now) was released as Build 5270 (AKA Beta 2) around mid-December 2005.  While it's considerably more robust than Build 5112 (Beta 1),  it is far from complete.  As such, it is still a "closed" beta and was only offered to developers and a limited number of MS TechNET subscribers.  As with previous Windows versions, Microsoft should release at least one "Release Candidate" build to the public about 6 months prior to rollout.  So far they're progressing more or less on time for a late 2006 release.

If you absolutely MUST have it NOW, you'll have to buy a TechNET subscription or find a pirated copy.  While I can't advocate piracy, there are several copies making the rounds in torrent format.

Beta 2 is out and is a little more stable but honestly, I can't see what the big deal is all about yet.

Vista Beta 2 is a rather fluid afair. Build 5270 was the first build labeled Beta 2, and was generally aimed at developers. Build 5308 is the second Beta 2 and is nominally aimed at enterprises. The third and final build tenatively due in late April is technically what you are refering to as Beta 2. The rest are technically classified as "pre-Beta 2". Jim Allchin (the Windows VP) calls this the "Beta 2 phase" that culminates with the April build. The April build will be publicly available to anyone who wants to test it via the CPP (Customter Preview Program).
