What do you mean by "It won't let me out..."?
Can you go to Start >Shutdown and reboot normally?

No I get a blue screen that has an error message that tells me my computer will be damaged & to go to safe mode. So I go to boot & hit F8 & go to safe mode with networking so I can still get on the internet.....

While in Safe Mode are you able to use System Restore to restore to before this happened?

djhutto,
In the safe mode...
Start, all programs, accessories, right click on command prompt, left click run as administrator. Tyoe
chkdsk /r (space between the k and /)
Hit enter, answer with Y
Type exit, then restart your computer.
Allow the program to run. You should see the login screen when it's done repairing the system.
Do you have the XP operating system disks?

djhutto,
How to read the BSOD and post back the information first.
Also try...
How to Run the Dell™ Diagnostics Utility and run the full diagnostics. Any error messages?

djhutto,
Insert the XP Operating disk and restart your computer.
Press any key to boot fro cd.
Choose install
Do the agreement
Now choose repair.
Leave the opertaing system disk in the computer until you see the Welcome screen. Takes about 35 minutes. You'll need to get all the Windows updates, again.
