I HAVE A HP 5500C SCANNER. NEVER HEARD OF OCR. WOULD YOU KNOW IF MY SCANNER SHOULD HAVE IT?

You need an "OCR" (Optical Character Reader) program that will take the scanned input and convert it to a mostly useable form, usually for a WordProcessor program such as MSWord.

Generally, they are not designed for basic or limited wordprocessors such as the one supplied with MS Works. 

Most HP scanners come with some type of OCR application, check yours to see if it's already installed or if it's an option on the installation that you didn't do, install it.  If you are using an older scanner that has "basic functionality" drivers in Windows, you will not have any OCR application.  Finally, if you don't have an OCR program, there are several on the market and they should list what programs they are compatible with (what programs they will format the OCR output for).  However, OCR conversion programs are not 100% and there's always some editing that needs to be done on the document.

Your scanner has OCR; there's surely a tutorial that comes with it. You've got some homework to do.

OCR software will not accomplish what you are trying to do, which is to fill out a form which is formatted with a specific layout. OCR will simply convert the original form to editable text which you will then have to reformat to an approximation of the original. My older scanner software has a function called "Page Type" which allows entry of text into a scanned form directly. Using thie feature does not rely on a word processing program except for the rudimentary one in the software itself. Your HP software may have a similar function.

If it does not, the freeware here may permit you to accomplish your desired task.
