You need to be more specific on what kind of boot disc you are trying to make, and for what purpose.

 

Making a flash drive bootable can be difficult.

Making a CD bootable is easy with the right burning software such as Nero. http://www.computerhope.com/issues/ch000669.htm

I need a disk from which I can connect to the internet, as well as boot from either the

CDROM, or the thumb. (I guess I don't have to boot from the thumb, but I was thinking that the XP set up disk , and I would not be able to activate XP. This was a problem last time I tried to do an install).

I don't have the answer for you but creating a bootable Flash Memory is really easy.

 

You can find the directions here.

 

If you want to connect to the internet, you will have to have the correct drivers loaded from the CD or flash drive so that you can use the network connection.

 

I'm not sure how you are going to activate WinXP if you can not get it to boot up.
