The association for htm files may be corrupted. Find an htm file in Windows Explorer, right-click it and select "Open with" from the context menu. Click the "Choose program" link at the bottom of the next dialog. On the screen that opens scroll down to Internet Explorer (or your default browser), click to select it, then check the box at the bottom that tells Windows to always use that program to open that file type.
