how to use Dell restore function with Vista

Hi:
I have a Dimension 9200 with dual hard disk on a RAID 0 configuration. I see there are three partition on my system, Dell utility partition, Recovery partition (D drive), Vista OS partition (C drive). Normally you can just press control+F11 to reinstall the system the factory status. However I did not see and have the option to do it with my Dimension 9200.

My question are:
1. Is there new way to restore the OS to the factory status?
2. The D drive (recovery) is NTFS format then FAT32 on the normal Dell computer, and it is fully accessible while Vista is running, is that normal?
3. What is purpose of D drive if it is not used for control+F11 function? Many thanks
