I think I have a virus....Please help!!!!

 
One day my computer was working fine.  Then a racoon climed up on our electric pole and blew out a transformer.  The next day, after the power was back on, I was able to sign on line.  While I was on line, we had a power serge.  It was after that, that I have been unable to sign onto the internet.  I have no idea if any of this means anything, but I thought I'd mention it, just in case it does.  By the way, my computer was and is plugged into a serge protector.  I have contacted my ISP, and they have tried everything on their end to help me and they are assured that it is nothing on their end that is causing the problem.  I have contacted Dell and after giving them all the details and information, they have told me that it is a technical problem and for a fee they can fix my problem.  Well, since I do not have the funds to pay a fee, I have decided to come here and see if I can get some answers.  The two things that keep popping up every time I re-boot is:  "sovtwff.exe has encountered a problem and needs to close"  the second thing that pops up is: "The application or DLL C:/Program Files/MEDIA ACCESS/MediaAccC.dll is not a valid Windows image.  Please check this against your installation disk"  Again Dell assures me that it is a virus.  Can anyone tell me if any of this sounds like a virus, and if so, what kind, and can I do anything about it on my end?  My biggest problem is that I cannot sign on the internet to even do anything.  I am at the public library right now trying to get this problem resolved.  PLEASE HELP ME!!!!  Thank you!!!
