IE 6.0 Proxy Settings for Dial-up Keep Resetting

I am having problems with my proxy settings for Internet Explorer - they keep resetting everytime I restart my computer.  Unless I go into Tools/Internet Options/Connections/Settings for my dial-up account and uncheck the proxy settings boxes, Explorer will not connect to the Internet. 

I have tried changing them in Safe Mode (dial-up settings cannot be changed in Safe Mode in XP) as suggested by Microsoft's Knowledge Base.

I have seen this question posted several times, with no answers.

Any help would be appreciated.

Why do you need a proxy for a dialup account?  Never seen that before, or at least it has been a long time.

That is the problem, I don't need one.  However, the settings keep resetting everytime I restart my computer.  I then have to go in and remove the checked boxes so it doesn't use a proxy.
