IE Desktop icon functionality gone!

Hi, I'm sure I'm not the first to have this problem.  Our daughter deleted the blue "E" desktop icon and I can't get it back with it's original functionality when I right click it.  It should show a menu beginning with "Open Home Page". But what's really missing is the Properties which, when clicked, gives me the Internet Properties dialog box.  I use that frequently to clean out cookies, etc. The Blue "E" shortcut to the application "IEXPLORE.exe doesn't but the original blue "E" back on the desktop without the arrow showing it's a shortcut.  I can bring up Internet Explorer, but can't get the original functions.
 
My ISP, Qwest, said I need to contact the original manufacturer, Dell.  It's a Dell Dimensions 2400 with Windows XP installed.

I can suggest a couple of different approaches, either should work. First, restore the IE shortcut via Display Properties. To do so, right-click in a blank area on the Desktop, select "Properties" and then the "Desktop" Tab. On the Desktop Tab toward the bottom, click on "Customize Desktop" button. Place a checkmark at the top by Internet Explorer and OK out. This should restore the original icon with it's options but if not, try the below option.

Go to Kellys Korner and scroll down the list of files to #20 entitled, "Restore IE Destop Icon Functions". Download the file somewhere on your computer and once done, locate the file and double-click it to run the .reg file. When prompted, OK the merge and reboot.  When finished with the downloaded .reg file it can be deleted.

It's back, in all it's glory, thanks to trying your first solution. 
 
Before posting to the forum I did download the Kelly's Korner #20 fix but was unsure about it so never doubleclicked it.  I feel at ease about using it, now if the Blue E icon gets deleted again and fix #1 doesn't work.
 
I wish all computer problems were as easy to solve as that one. Appreciate your prompt reply.
