No, I mean offline contents, text that doesn't relate to the internet. I only have an IE browser.

You could try running SFC , which checks protected System Files for corruption & if found replaces them from reinstall..XP CD .
If it prompts for XP CD , hold Shift key while inserting XP CD to stop Auto play.
Use Start > Run & type
sfc  /scannow  (space after sfc)

If that doesn't fix problem;
You can get Doug Knox fix vbs file & info to re-install IE & or OE using
his Auto VBS script & select only IE  , removes installed markings & runs command line.

Just authorize Script. (Installs from XP CD , if CD contains XP+Sp1 then should also have IE6+Sp1)

or manually remove installed markings using Doug Knox site link to Microsoft info & download IE+SP1 from Microsoft link
(IE+SP1 contains OE as it is part of IE)

Thank you. We are planning on reinstalling the computer in a near future. Hopefully it will work then.

You can use Doug Knox fix without reinstalling XP OS.
