I would install Win98.  Then go to WindowsUpdate and install all updates for the OS, EXCEPT for anything dealing with IE. 

REBOOT

Run Scandisk and defrag your hard drive. 

Then go back to WindowsUpdate and select the IE and IE6 stuff.

Are you running 98 or 98SE? I installed IE6 SP1 on my 98SE machine and it went well without any problems. You should think about upgrading to 98SE.

This also happened to me (I run Windows 98SE) and I tried reinstalling windows 98 but still had the explorer.exe error.  I didn't want to format the disk so I eventually installed windows 2000 and have a dual boot system which worked so I now have access to my old files.  I still can't access them if I try to boot to windows 98 though.  Any suggestions for getting windows 98 back up?

My suggestion would be to get a copy of IE6 SP1 on a cd rather than download it from the Windows Update Site. Sometimes downloads can get corrupted.
