That can happen with a badly designed Web page. If you have a wheel mouse you may be able to use the wheel to scroll down to see the portion of the site that is not accessible.
If you would post the URL of a sample site it would be possible to confirm that the fault lies with the site and not with something on your computer.
Yes, when I bring up the page the black scroll bar is there, but the very tip of it is below the line. I can still navigate a bit, but when I go to any of the items, the subsequent page (like page 2 of 4) will be so far down I cannot scroll all the way down to see it. Is there any setting I can change to get it to work right for me? My display is set the same as yours, 800x600.
It is a problem with the site. When I go to Amazing Feats and pick a category the first page shows "Page 1 of 8" at the bottom, with arrows to navigate between pages. I can successfully go to page 2 but on that page the "Page 2 of 8" which should be there is off the screen and unreachable.
I am very happy to know the problem was with the site and not with IE6. I was getting frustrated and began to think I was having some basic problem. Now I know that the site is just plain not navigable.

That site displays properly for me, with a black scroll bar at the right edge of the main window. My display is set to a resolution of 800 X 600.
