Image Expert 2000

I have been using Image Expert 2000 to organize and annotate pictures for many years. Since it is no longer supported I would like to upgrade to a newer program. Is there any way to read or otherwise carry over the image titles, notes and keywords to another program?
 
I also have the Dell version of JASC Photo Shop 4 which is obviously the same program. However it does not display the notes and keywords.
 
When I copy an image folder which has been displayed in IE2000, there is a hidden file called Thumbs, which I assume contains this information. It does not show in the original directory, even though I am displaying hidden files. Can this be used to obtain the image data using Visual Basic, for example?

I am a long time user of Image Expert 2000.  Its filing and search facitities are great.  I have tried to port the picture data to a new machine without any luck.  I know that the data is stored in an MS Access database in the JASC File folder.  However, porting the database and the photos to the new machine doesn't work. The software apparently doesn't recognize the new set of image data.
 
Do you know how this can be accomplished?
