I am having the exact same problem. It started about a wek or so ago. I have an Inspiron 9200, Windows XP and am also running McAfee. I have checked to make sure all of my software is updated, scanned for spyware/malware and viruses and have come up clean. I have also checked everything Microsoft have and nothing has resolved the problem.
Looking at some of the Microsoft forums, particularly those that involve Internet Explorer this problem seems to have started recently and is affecting more and more people.
It is most frustrating when trying to go to bank websites and the pictures don't display.
Having a similar problem on our Dimension 4300. Some of the fonts on all web sites are HUGE! Running XP-home w/ IE 6. Then downloaded SP 2 thinking it would help, but nothing changed. Looks ALMOST ok with View/Text Size set to Smallest, and with Tools/Options/General/Accessibility checked in Ignore Fonts. But some of the text is still way too large, and lost some of the background colors on my Yahoo page. Makes it very difficult to do online banking!
Also quirky = Control Panel shows THREE listings for "Internet Options" Huh?
If you haven't done so you may try downloading R98539.EXE from the downloads section of the dell website. This file fixes some of the font problems with Internet Explorer.
You may need your service tag number to log in and see what other downloads are available to you.
I figured out the problem. McAffee privacy service is doing it. When I disabled it all pictures loaded normally. When I reenabled it pictures on various websites would once again not load properly.
Specific fix for users having problems viewing images in Internet Explorer and running the McAfee Security Suite.
1) Right click on the red "M" icon on your task bar.
2) Move cursor to privacy service, wait for side menu to pop up.
3) Select Options.
4) Click on the "Block Ads" tab.
5) Uncheck the "Block Ads on This Computer" box.
6) Click on "Apply" at bottom of page.
Now go to a website where you have been having problems viewing pictures. The problem should be resolved. This worked great for me. I contacted McAfee and they were unaware of the problem. The technician said he would submit a report.
I was about ready to do a full recovery because I was getting SOOOOOO frustrated with this!!! I tried to google the problem, but everything came up with the "red X" fix.

I'm pretty sure it was an update. I just got my computer a few weeks ago and everything was working perfect. Then, for no reason, this started. I did a system restore to a week or two previous and got things back to normal. Then it happened again. I did another system restore and jacked up my security and filters to make sure NOTHING was getting through. I barely even surfed at all, and then it "magically" happened again. Of course, the only thing running was my McAfee, but I didn't think anything of it because it was "safe."

I posted this earlier. It fixes some of the font problems. That may be your issue.
